Earlier, minors in India could travel abroad with their names endorsed on their parents' passports. Now, that provision has been discontinued and all Indians irrespective of age need to hold a passport for international travel.

Who Can Apply Passport For Minors?

Individuals below the age of 18 years can apply for a passport under the minor category in India. This includes newborns and infants who need to travel abroad for any reason. The validity of a passport issued to a minor is either five years or till the time they attain the age of 18 and therefore cease to be a minor, whichever of these is earlier. However, minors between 15-18 years of age also have the option to apply for a full validity passport. In this case, they will be issued an adult passport that comes with a validity period of 10 years, subject to proper procedures, including police verification.

How to Apply For a Minor Passport in India

The process of passport application for minors in India is available in online and offline modes. Here's detailing both the procedures for application:

    STEPS

    ONLINE

    OFFLINE

    STEP 1

Visit the official Passport Seva Kendra website

Locate a Passport Seva Kendra near you and schedule an appointment

    STEP 2

Register the minor by providing relevant details and creating an account

Visit the centre at a pre-decided date and time of appointment and fill out the application form

    STEP 3

Submit the application after duly filling up all particulars

    STEP 4

Submit the form after filling it up and upload the required documents

Attach all documents as asked for

    STEP 5

Pay the application fees as specified

Make the payment applicable to the passport for minors category

Documents Required For Minor Passport in India

The documents required for obtaining a minor's passport in India are different than that for adult passports. Following is the checklist of passport documents for minors:

    1. Birth Certificate
    2. Proof of present address of parents
    3. Passport of either or both parents
    4. Passport-sized photographs of minor applicant and parents

*Baby passport requirements allow for ordinary passport-sized photographs to be carried while applicants above 4 years of age will have their photographs captured during appointment:

    1. Proof of parents' marital status
    2. Declaration of Parent/Guardian for Minor Passports (Annexure "D") or Annexure C when consent of either parent is unavailable
    3. Declaration as per Annexure "I" affirming the particulars of the minor provided in the application

Special cases of passport for minors applications might necessitate additional documents that can be looked up in detail on the official website.

Eligibility For Minor Passport in India

Whether you are applying for a passport for a 1-year-old baby in India or anyone identifying as a minor, the following criteria must be met:

    1. Applicant must be below 18 years of age
    2. Applicant must be an Indian citizen by birth or by descent or by registration/naturalisation

Apart from these two basic conditions, minor applicants need to fulfil some other eligibility criteria that might differ depending on the nature of their application. Parents or guardian's consent is essential but in cases where obtaining consent is not possible for reasons such as a parent identifying as resident abroad or divorced, or deceased, there exist alternative criteria that must be met.

    Minor Passport Validity in India

All applicants who are below 15 years of age will only be entitled to receive a 36-page minor passport that is valid for a period of 5 years or till they attain 18 years of age, whichever situation arises earlier.

However, minors between 15-18 years of age can apply either for a minor passport or an adult passport. The minor passport will be valid for 5 years in all cases or till the passport holder turns adult. However, in case of the latter, an ordinary passport with full validity of 10 years can be issued to the minor applicant.

    Minor Passport Fees

Passport fees for minor applicants will vary depending on the category they apply under. Depending on whether the application is made under the normal or tatkaal scheme, there will be a variation in the payment due for obtaining a passport. The following table shows the different fee specifications pertaining to diverse categories of passport for minors:

    CATEGORY

    MINOR AGE

    NORMAL PROCESSING FEES

    ADDITIONAL TATKAAL PROCESSING FEES

Fresh Passport (36 pages only, 5 years validity)

    0-15 years

    Rs 1,000

    Rs 2,000

Fresh Passport (36 pages, 10 years validity)

    15-18 years

    Rs 1,500

    Rs 2,000

Fresh Passport (60 pages, 10 years validity)

    15-18 years

    Rs 2,000

    Rs 2,000

Payment Modes For Minor Passports in India

Payment for all passport applications needs to be made as per the guidelines mentioned on the Passport Seva website. The general mode of payment is online with a special case for paying a certain proportion of fees in cash. There is also the provision for offline payment through a State Bank of India challan, which also happens to be one of the two non-chargeable payment options. SBI internet banking is the other mode of payment that does not impose an additional service charge.

Payments made through Debit or Credit Cards as well as Wallet Payments will attract a 1.5%+ service tax. Tatkaal applications necessitate a dual mode of fee payment in which fees applicable under the normal category will be paid online and the additional fee has to be paid in cash at the Passport Seva Kendra after acceptance of the application.

Processing Time For Minor Passports in India

The processing time of a passport for infant application, or any passport application for minors, is different from the standard timeline for obtaining a passport. Since minor passport applications do not necessitate police verification, the processing time for normal cases is generally 3-4 days while that of tatkaal cases is 1-2 days.

However, in specific situations of minor applications that might involve police verification as in case of 15-18 year old minors applying for a full validity passport, the timeline can be extended. Similarly, cases of unsatisfactory documentation or identification too can cause delays in processing. Adopted children or those living in orphanages or those without establishment of definite parentage can expect delays in their application.

How to Renew a Minor Passport Online in India

Passport renewal for minors is a more regular requirement because of the shorter validity period. It is mandatory to renew your Indian passport once it has expired or preferably before its expiry. To renew a minor passport online in India, you need to do the following:

    1. Log in to your Passport Seva account
    2. Select the Reissue of Passport option
    3. Proceed to fill up the form by providing all necessary details as asked for
    4. View the Saved/Submit Application option and click on the Pay and Schedule Appointment link
    5. Make the payment as applicable and print the receipt
    6. Show up on the appointment date at the regional Passport Seva Kendra along with all original documents for renewal of the minor passport

    Conclusion

Holding a passport is mandatory for all Indian travellers, including newborns, who are eligible for a minor passport. Parents/guardians of minors need to apply for a passport for their child while ensuring that they have a valid travel insurance policy that provides global coverage.

  • Diplomatic Passport In India: Meaning, Eligibility, And Benefits

    by Tanmay Ahuja | Sep 26, 2024

In India, a diplomatic passport is a unique travel document issued to individuals representing the Government of India abroad. This passport accompanies some privileges and benefits over and above ordinary passports. The purpose of this passport is to facilitate the international travel of government officials.

What is a Diplomatic Passport in India?

The diplomatic passport issued in India is a unique document accorded to government officials, diplomats, and other representatives of the country who are expected to maintain and promote good international relations. Unlike an ordinary passport, it renders higher levels of immunity, privileges, and respect to its holder when travelling abroad. It bears the holder's official role and status in diplomacy.

These passports are usually dark maroon-coloured and are a testimony to the authority and responsibility of an individual in handling India's affairs with the rest of the world. They are issued with the sanction of the Union Ministry of External Affairs. A diplomatic passport, rather than being just a travelling document, is a sign of assurance that its holder is to be trusted with conducting official functions on behalf of their nation.

While this passport assures the holder easy travel abroad, it will equally ensure that its bearer is accorded the due diplomatic courtesies and protections while overseas.

    Diplomatic Passport Eligibility Requirements

A diplomatic passport in India is issued only to the official categories listed below:

    • Diplomats: Officers serving in the Indian Foreign Service (IFS) and individuals assigned with the duties of serving in Indian embassies or missions abroad.
    • Dignitaries of Government: Top-ranking officials, including ministers and secretary-level officers, travelling on official diplomatic missions.
    • Delegates of the President and Vice President: Those accompanying the President or the Vice President of India during their visits to foreign countries.
    • Special Envoys: Such persons, whether government-sponsored or otherwise, who are appointed for specific assignments outside India on diplomatic missions or international negotiations.

The diplomatic passport is issued under stringent regulations to ensure that only those who are formally mandated to represent India internationally are granted it. This ensures the integrity and purpose of the diplomatic passport remain intact.

How to Apply for a Diplomatic Passport

Application for diplomatic passports in India follows a different process compared to ordinary passports. First, it requires an official recommendation from the concerned department or government ministry routed through the MEA. The recommendation should be in a form that will approve the requirement of a diplomatic passport on the applicant's behalf.

Following this, the applicant has to fill in the application form for a diplomatic passport, stating the purpose of travel and the official capacity in which they will be travelling. The application is then sent for verification and approval, whereby the MEA clears it after conducting background checks involving various departments.

A diplomatic passport is issued once the applicant's eligibility is proved. This process is expedited because of the official nature of the travel involved. The streamlined procedure ensures that this passport is issued in the shortest time possible to those going abroad on official duties.

Documents Required to Get a Diplomatic Passport

Documents needed for a diplomatic passport include proof of eligibility and the official status of the applicant, such as:

    • Official Letter of Recommendation:

An official letter issued from the concerned government department or ministry validating and recommending the need for a diplomatic passport.
    • Completed Application Form:

This application form generally includes personal details, one's official designation, and the purpose and destination of one's intended travel.
    • Proof of Identity and Address:

Government-issued ID, including Aadhaar, PAN card, or voter ID, and residence proof, be it a utility bill or rent agreement.
    • Photographs:

Recent passport-sized photographs as per the specification provided by the Ministry of External Affairs.
    • NOC:

If the applicant already possesses an ordinary passport, a No Objection Certificate from the concerned ministry or department is required.
    • Letter of Appointment/Official Order:

In the case of diplomats and officials, it should be an appointment letter or official order clearly stating the designation and purpose of the person's diplomatic mission.
    • Travel-Supporting Documents:

Any other documents that may be deemed necessary to complement the need for a diplomatic passport invitation by a foreign government or organisation.

    Diplomatic Passport Benefits

A diplomatic passport is associated with a lot of privileges while travelling and living abroad.

    These are:

    • Diplomatic Immunity:

Holders of diplomatic passports are immune from prosecution under the host country's laws in terms of international conventions such as the Vienna Convention on Diplomatic Relations.
    • Visa Privileges:

Most countries exempt visa formalities or provide easier visas to visa seekers with diplomatic passports, hence passing across frontiers with ease.
    • Expedited Processing:

They usually enjoy the benefits of fast-track processing at airports, which means separate queues at immigration and customs.
    • Diplomatic Services:

During emergencies, the holder can have quicker access to consular services, including all forms of help from Indian Embassies and Consulates.
    • Tax Exemptions:

In other instances, holders of diplomatic passports are also accorded tax exemptions on some specific goods and services in foreign countries.
    • Higher Respect and Recognition:

The diplomatic passport reflects the official status of the holder and is thus acknowledged with more respect and recognition internationally.

The above-listed benefits of diplomatic passport outline the immunity and conveniences that its holder receives internationally.

Difference Between a Diplomatic and a Normal Passport

The difference between a diplomatic passport and an ordinary passport is summarised thus:

    • Purpose:

While an ordinary passport is issued for general travel to be undertaken by any person for tourism, business, or private purposes, a diplomatic passport is issued on official diplomatic missions.
    • Eligibility:

Diplomatic passports are issued to government officials, diplomats, and other categories of individuals representing India abroad, whereas ordinary passports are issued to all Indian citizens.
    • Privileges:

Diplomatic passport holders are privileged and enjoy increased immunity, expedited treatment, and visa facilitation than ordinary passport holders.
    • Validity:

Diplomatic passports may be issued for a shorter duration, say the duration of a particular diplomatic mission, while valid ordinary passports are generally issued for 10 years.
    • Colour and Design:

Diplomatic passports are in dark maroon and read "Diplomatic" on the front cover. An ordinary passport is a navy blue colour, and there are no special mentions.
    • Pages:

A diplomatic passport consists of 28 pages, whereas an ordinary passport has 30-60 pages.
    • Government involvement:

For diplomatic passports, the government is highly involved. For ordinary passports, the government has low involvement.

Documents Required for an Ordinary Passport While Holding a Diplomatic Passport

If a diplomatic passport holder in India needs an ordinary passport, the following documents are required:

    • No Objection Certificate:

A certificate from the concerned Ministry of External Affairs or Department of Government to the effect that it has no objection to the issue of an ordinary passport.
    • Application Form:

Standard application form for an ordinary passport, with full particulars of the applicant and their official designation duly filled in.
    • Identity Proof:

Identity proof in the form of valid identity documents, e.g., Aadhaar, PAN card, voter ID.
    • Address Proof:

Address proof, e.g., utility bill, rent agreement, as per requirements of a Diplomatic Passport.
    • Copy of the Diplomatic Passport:

A photocopy, along with the original, of the diplomatic passport with a declaration stating the reason for which an ordinary passport is required, including if the reason is for personal travel.
    • Appointment Letter/Official Order:

If the applicant is still in service on diplomatic status, a letter or order indicating the current status of the applicant.
    • Supporting Documents for Personal Travel:

Hotel reservations, tickets, or invitation letters from individuals for personal travel.

A diplomatic passport holder must disclose of possessing such a passport at the time of applying for an ordinary passport. Failure to do so can attract a penalty of INR 500.

  • Dubai work visa for Indians: Requirements, Fees and Process

    by Tanmay Ahuja | Sep 26, 2024

Many Indians and other nationals make a beeline for Dubai looking for jobs, given the many opportunities the famous city-state promises. To work in this bustling environment, a Dubai work visa accorded by the emirate allows a person to earn and experience living there. Therefore, interested individuals must consider the things needed to procure this work visa, along with the expenses, including the potential benefits, before filing their applications. Moving forward with some idea of the requirements would help prospective visa applicants to align themselves with the correct protocol.

    Dubai Work Visa Requirements

Indian nationals must meet specific requirements to qualify for a Dubai work visa.

The first step is getting a job offer from any company situated in Dubai. This company will be backing your application to get a work visa.

To apply for a Dubai work visa, you must have a valid Indian passport that has a validity of at least six months. Additionally, one recent passport-sized photo is compulsory for submission. As an applicant, you must ensure that your educational credentials and work experience are supported by certified copies or testimonials from schools/colleges attended and jobs done. Attested certificates, along with other relevant documents, will also be needed.

A compulsory health examination must be undertaken whereby all applicants are screened for diseases that can be transmitted, such as HIV/AIDS, TB (Tuberculosis), and Hepatitis B & C. Applicants must come out clean in this test to receive the Dubai work visa for Indians.

Lastly, you must not have any criminal record whatsoever. Accordingly, proof may be required in the form of an up-to-date police clearance. Meeting these demands is a critical factor in the successful acquisition of the Dubai work visa.

How to Apply for a Dubai Work Visa from India

Getting a Dubai work visa from India is easy, provided you have a Dubai job offer. Your first step is to secure a Dubai-based employer who is willing to offer you a job. Along with such an invitation, your employer will initiate the process of visa application. This includes submitting various documents to the UAE Ministry of Human Resources & Emiratisation (MOHRE).

After conditional approval, you will be allowed to enter Dubai whereupon a temporary document will be issued affirming your Dubai work visa is under process and that you are eligible to stay in the country awaiting its execution. Furthermore, once you land in Dubai, you must undergo medical tests at designated medical checkpoints.

Another step is to apply for an Emirates ID, which is necessary for all employees living in Dubai. Importantly, ensure your passport is stamped with a residence visa. Most applicants will have to make a trip to the General Directorate of Residency and Foreigners Affairs (GDRFA) to get their passports stamped.

Avoid delays by ensuring you have all the right papers. Having all the necessary documents in order will make it easier for you to settle down in Dubai.

Dubai Work Visa Fees for Indian Citizens

Various factors, including the type of visa to be processed and the time it would take foreigners to departmentalise, are also considered. An Indian national can easily afford the costs involved, unlike citizens from other developing countries. Most of their financial-related matters are usually taken care of by their bosses.

According to the Facebook page of the UAE MOHRE, the average initial application fee stands at AED 200 - 300 per work visa. This cost corresponds with an entry permit allowing an applicant to enter Dubai. Upon arrival, you must spend some more money on an Emirates ID card, medical tests, and residential permits, which may cost between AED 100-300.

Note that depending on your occupational category and the tenure of the employment contract, you can be charged varying amounts for conducting pre-establishment surveys or for contract termination by some sponsors, who should refund the funds partially if they quit before the signing of agreements.

Before going any further, make sure you ask the employer for all relevant payments concerning these processes for your Dubai visa. By familiarising yourself with the Dubai work visa price, you will be able to budget appropriately without incurring unnecessary costs.

    Dubai Work Visa Processing Time

The processing time for a Dubai work visa for Indians can change, though it usually takes a few weeks to wind up. You are granted an entry permit a few days after you submit your work visa application. The entry permit allows you to enter and travel across Dubai.

When you are in Dubai, the next step involves medical tests and an Emirates ID application. The results of the tests take a few days. Emirates ID applications are processed in a week or two.

After setting all your papers in place, your employer applies for your residence permit. The visa is usually issued in 10 - 15 working days. Nonetheless, delays may be experienced if a document is missing or if there are problems concerning the medical test.

Starting your visa application early enough will help you avoid any postponement of your job commencement date. Keeping close contact with your boss will make sure that everything works out smoothly and that you get your work visa on time.

    Benefits of Dubai Work Visa

A Dubai work visa bestows a lot of advantages to Indian citizens. For one, Dubai is one of the fastest-moving cities, and this visa will allow you to live and work. Among other things, Dubai is known for its urbane lifestyle and highly developed worldly amenities, besides showcasing a rich cultural heritage.

Having a job visa enables you to enjoy similar legal provisions just like any other non-citizen worker in Dubai. Access to medical care, pension schemes, and all other necessities comprise these privileges. Moreover, with this work visa, a person can take their family members alongside them as they will be the sponsor.

In addition, the Dubai work visa can help fast-track careers because this city has many opportunities in different sectors, given its booming economy. Working here will help you acquire more professional skills and expand your network.

The strategic position of Dubai means that one can easily travel from Dubai to other parts of the globe. This emirate is where you can experience diverse cultures while living in a world-class city.

In general, having a Dubai work visa is a stepping stone for a better life, financial security, and personal development that most people dream about. It comes as an enticing choice for any Indian who wants to establish themselves with a successful career abroad.

The Importance of Travel Insurance for Indians on a Work Visa in Dubai

Active and adequate travel insurance is essential for Indians with work visas in Dubai. Insurance acts as security during unexpected events, such as medical emergencies, accidents, and trip cancellations. Dubai offers high-quality healthcare but it comes at a high cost. Notwithstanding the costs involved, travel insurance for Dubai will always cover you in the event of unforeseen circumstances.

Besides health protection, travel insurance also takes care of property losses, such as luggage and documents, among others, whenever you are abroad, where replacing such items might prove impossible or expensive at times.

Quite essentially, too, is that travel insurance gives peace of mind, allowing you to concentrate on your work and enjoy your time in Dubai without worrying about financial hiccups. Rightly, the majority of employers in Dubai insist that travel insurance be included in any job contract.

Finally, when looking for a travel insurance policy, ensure all necessary aspects are covered, including medical treatment as well as personal liability, among others. Hence, ensure that everything is covered during your residency period in Dubai.

    Conclusion

When you get a job in Dubai, you are one step closer to kick-starting a highly successful career. Understanding what is needed, the costs involved, the deadlines, and why all these are worth considering are crucial before applying for a Dubai work visa. Please take care of your travel insurance for the period of your stay in this mesmerising pearl in the middle of a vast desert.
