What are the Different Types of RTO Forms?

The Ministry of Road Transport and Highways (MoRTH) has issued 68 forms that deal with various categories.

  • Forms 1A to 15: To apply for a learner’s license; an international driving permit; and to establish a motor driving school
  • Forms 16 to 19: For motor vehicle dealers and applications for the grant or renewal of trade certificates
  • Forms 20 to 44 and 50 to 68: Motor vehicle registration, transfer of vehicle ownership, and certificate of insurance
  • Forms 45 to 48: To grant permits to tourist vehicles

Vehicle Registration Process in Panchkula

The vehicle registration process at the RTO Panchkula is as follows:

  • Visit RTO Panchkula along with your vehicle.
  • Duly fill out the details in Form 20 and submit the required documents to the concerned RTO official. These include a temporary certificate of registration obtained through the dealer, an invoice generated while purchasing a vehicle, a roadworthiness certificate, a copy of car insurance, and address proof.
  • Deposit the registration fee and road tax via demand draft. Remember to collect the acknowledgment receipt.
  • Once the RTO inspector completes the evaluation, the assistant regional transport officer (ARTO) approves the details.
  • The RTO issues the registration certificate (RC) and despatches it to your residence via post.

Transfer of Ownership of a Registered Vehicle in Panchkula

Transferring ownership of a registered vehicle in the RTO Panchkula varies depending on whether you want the transfer within Haryana or another state. The procedure is as follows:

  • Duly fill out Forms 29 and 30.
  • In case of an interstate transfer, you need to get a no-objection certificate (NOC) from the RTO who first assessed the documents. You will also have to fill out Forms 30 and 33.
  • Submit the forms, RC of the vehicle, car insurance certificate, pollution under control (PUC) certificate, certificate of fitness, road tax receipt, and address proof of both the buyer and seller at the RTO.
  • Deposit the fee applicable for the transfer of ownership.
  • After verification, you will receive the new RC at your address.

Is it Compulsory to Register Your Vehicle With the RTO?

Chapter IV of the Motor Vehicles Act 1988 mandates that every vehicle needs to be registered with the RTO where the owner resides or keeps the vehicle. If you fail to comply, the traffic police may seize your car. The authorities may levy a fine ranging from INR 2,000/- to INR 5,000/- for the first offence. For subsequent offences, a fine of INR 5,000/- to INR 10,000/- can be imposed, along with imprisonment for up to one year. Therefore, always carry a copy of your RC while on the road.
