RTO Form 21 is a crucial document in the vehicle registration process in India. Provided by the Regional Transport Office (RTO), this form serves as a vital part of the legal paperwork for cars, buses, trucks, and bikes, and is also involved in later taxation procedures. Acting as a 'Sale Certificate,' it bears the name of the motor vehicle owner. Understanding how to download, complete, and submit this form is an essential legal requirement for vehicle owners.

What Is RTO Form 21?

RTO Form 21 legal document to be issued by manufacturer or dealer or registered E-rickshaw or E-cart Association (in case of E-rickshaw or E-cart) or officer of Defence Department (in case of military auctioned vehicles) for presentation along with the application for registration of a motor vehicle.

Along with the invoice, the RTO Form 21 proves that the entire payment on the vehicle has been made, and it now belongs to the new owner. As is evident, the form helps maintain a legal record of every vehicle in the country.

RTO Form 21 is also called “Sale Certificate” and is a crucial document, alongside other government forms, address proof, etc., used to confirm the registration of a new vehicle in India. It shows that the new vehicle meets the requirements set by the Motor Vehicles Act. Not filling up the form appropriately or on time invites legal penalties.

For the buyer, RTO Form 21 serves as proof of ownership when applying for services like car insurance or vehicle loans. A significant advantage of this document is that it helps prevent fraudulent or suspicious activities related to the vehicle’s purchase by clearly outlining all transaction details.

How to Fill Form 21?

RTO Form 21 must be filled in with important details of the seller, owner, and vehicle details. Details must be noted down accurately, not just so you can avoid legal trouble but also to prevent unnecessary delays or administrative hurdles in registering the vehicle. If you are unsure about certain details, consider calling or visiting your local RTO for assistance.

Read all fields carefully and fill out the RTO Form 21 step by step:

For transport vehicles, axle details are also crucial and should be accurately listed.
  • Signatures: At the end of the form, the dealer, manufacturer, or an official from the auto association signs. This signature validates the information provided above and confirms the buyer's intent to comply with the vehicle ownership transfer or registration process.
