The interstate traffic in India is controlled through several documents by the RTO (Regional Transport Office) to ensure vehicle owners comply with all rules and regulations. What is RTO Form 46?

Form 46 is an official document that a vehicle owner needs for an all-India permit. It allows them to temporarily move their vehicle from its registered state to another state. According to the Motor Vehicles Act 1989, Rules 86 and 87, a national permit allowing vehicles to move between states is given for at least four Indian states. Form 46 is one of the formalities the vehicle owner must complete to get a national permit necessary for the smooth transit of personal and goods vehicles.

It is usually submitted with Form 28, also called the “Application for Grant of No Objection Certificate." The form officially verifies that the vehicle has no pending dues, legal fees, or penalties, giving the owner a green flag to transfer it to another state.

In addition to Form 46, to successfully obtain a national or All India Tourist Permit (AITP), your vehicle should not be older than 12 years (in the case of a goods vehicle) or more than 15 years old (for multi-axel vehicles). A bus applying for an India permit must be painted white with a 5 cm blue ribbon in the centre of the exterior body. If the vehicle is a car, it must have “Tourist” printed on both sides.

How To Fill Form 46?

To fill out Form 46, you must get a copy of the document from the Parivahan portal, the official website of the Ministry of Road Transport and Highways.

The process of filling out RTO Form 46 is simple and can be completed by following this guide:

  1. Get a copy of Form 46 from the online portal or nearby RTO.
  2. Fill in the details—full name, address, and state you are travelling with the vehicle.
  3. Provide information on the car, such as the registration number, type of vehicle, and its model.
  4. Declare and sign it to verify that the vehicle has no pending penalties or dues and is not involved in any ongoing cases of theft or fraud.
  5. Attach all the necessary documents with the form.

  4. Download the form and print it.

Documents Required for Form 46

Documents attached with RTO Form 46 verify the vehicle's ownership and the reason for taking it to another state. These documents include:

  1. The Registration Certificate or RC for the vehicle.
  2. The car insurance policy or insurance documents for the type of vehicle you own.
  3. The Pollution Under Control Certificate, or PUC, proves the vehicle follows environmental norms.
  4. The Identity Proof of the owner, such as Aadhar, PAN, or any other official ID.
  5. Address proof, including a temporary proof of residence for the new state you are moving to.
  6. Receipt to prove road tax payment in the original state.
  7. Form 28 duly filled.
  8. A clearance certificate verifying that no dues are pending in the registered state.
